The Accounting & Payroll Analyst is responsible to enter and process bi-weekly payrolls for 130+ employees, review daily revenue transactions from all locations, summarize and post journal entries, review and enter accounts payable invoices and process payments, reconcile various accounts monthly, post journal entries and prepare financial reports.

What You’ll Do

As an Accounting & Payroll Analyst you will:

  • Prepare bi-weekly payroll for all staff using an automated payroll system including reviewing and posting time worked, updating payroll wages rates and deductions to reflect prescribed changes, entering required adjustments and preparing/posting of payroll journal entries for distribution to prescribed cost centres.
  • Calculate and remit required OMERS contributions, and Workplace Safety and Insurance Board (WSIB) payments.  These payments are time sensitive and must be paid by the correct due date.
  • Prepare and submit legislative payroll requirements such as records of employment (ROE), annual EHT and WSIB returns, annual pension reporting, and T4s.
  • On a daily basis, collect or receive cash revenues from the various public service desks, coin-op units and locations. Scrutinize the cash and paperwork received and liaise with staff to resolve deposit related issues.  Balance cash receipts and debit/credit card transactions to the daily cash sheets and/or fine reports.
  • Summarize all receipts by assigning revenues to various account categories.  Prepare journal entries to post these receipts to the general ledger.
  • Combine all receipts into a semi-monthly bank deposit, prepare the bank deposits and take it to the bank.   
  • Ensure that all accounts payable are approved and posted to appropriate accounts.  Monitor purchases for compliance with applicable policies.  Process payments for accounts payable and ensure that payments are delivered by the applicable manner (e.g. mail, via staff, direct to bank).
  • Record, balance and submit payment and/or claims for HST.
  • Reconcile general ledger accounts and clearing accounts and post adjusting journal entries.
  • Review bank accounts daily, transfer funds as required and prepare monthly bank reconciliations.
  • Prepare account analysis worksheet summaries for expenditure accounts as required as part of month end reporting.  Assist the Director, Finance and Facilities with month end budget analysis reports, and annual audited financial statements and supporting documentation.
  • Prepare special reports on specific expenditures on request and assist departmental supervisors in controlling departmental expenditures by responding to specific information requirements.
  • Provide support to the Director, Finance and Facilities, on preparing reports to the Library Board.

What You’ll Need to Succeed

To be qualified for and successful in the role, you should have:

  • Required - College Diploma or University degree specializing in finance or accounting 
  • Required - Previous accounting experience – 3 years
  • Required - Previous payroll experience including a strong understanding of payroll compliance – 3 years
  • Required - Demonstrated proficiency with task-specific software such as Microsoft Office Suite (Word, Excel) and accounting software
  • Required – Valid driver’s license and access to a vehicle
  • Preferred – Experience with a public sector or not-for-profit organization
  • Preferred – Experience with Sage Premium accounting software
  • Preferred – Experience with pension plan administration
  • Preferred – Chartered Professional Accountant (CPA) and/or Payroll Compliance Professional (PCP) designation or working towards designation
  • Strong analytical skills and a keen attention to detail
  • Ability to maintain confidentiality of sensitive information
  • Excellent multitasking skills and ability to complete responsibilities on time

Pay: $66,667 - $81,058 per annum

Hours: This is a full-time position, 70 hours in a bi-weekly period

Schedule: Monday to Friday 9:00am-5:00pm
